This steak comes from the rear belly and is often thin-ish cut. It is cut from the meat on the outside of the flank that is lean but has a little more fat than a skirt steak. It also will have more flavor. A thick flank is often sold as London Broil although some butchers cut London Broil from Top Round. Great broiled, grilled, and for fajitas and stir fry. Best marinated and cut across the grain.
